How can you see and change the Function key F10 selections?

I'm assuming that you know that you can press press F7 to see the Function Key definitions in the /SD (Screen Definition) tool.  Once there, you can scroll down to see additional options. 

The SF# section has the second/toggled function key definitions.  I don't know how to access these.

The A# section has your Action Bar items.  This is the section you want.  There is room for 15 items here.

I'm guessing that GF#, GSF# and GA# sections are identical for GUI mode, but I don't know that for certain...

Just type /M:USER-FORMS.  This will give you a menu of options.  Here, you would select User Fields Maintenance.  Here you specify the file name, where you want the user fields and a process, optionally a menu to call, when you press F10.

I'm also assuming you mean the F7-Fnkeys in the /SD.  The /M:USER-FORMS is fine for a standard Prelude screen that has the F10-User Fields option in it already, but if you want to add more action bar options, the F7 in /SD should get you started.

There are actually six sections of information in here as Tom P. has described.  The first three (regular keys, secondary keys, and action bar settings) are for character mode, the next three are the same sets for GUI.  If an option is defined in character mode but is not defined in the GUI function keys, it will work the same in both.
